094: Unable to import changeset from HTTPS witch unknown certificate

Description

svn.exe cancels the connection to SSL secured servers with unknown certificates. My apache runs under a system account where i'm not able to accept the unknown certificate using svn.exe.

Additional Information

Following patch is a hack to ignore unknown certificates (only recommended in friendly environments).
