175: Generic ViewVC plugin.

Description

Currently, SourceForge SVN repository is directly supported. SourceForge uses ViewVC so it would be usful to provide a gerneral ViewVC connector instead.

I created one on basis of the WevSVN plugin and it would be fine if you would provide it in a regular release of the Mantis-VCS plugin.

For configuration you need 3 parameters:
- ViewVC base URL without project name and trailing slash
- ViewVC project name (normally the SVN repository name)
- Indicate whether the project name is also used int the ViewVC URL or not (it seemed to me that there different options...)

I tested basically with ViewVC 1.1.6 and everything worked fine for me. I also took issue 174 during into account.

I also tested it with SourceForge and Tigirs versions of ViewVC and everything worked fine for me. Here some sample configuration parameters:
SourceForge:
ViewVC URL: http://<PROJECT_NAME>.svn.sourceforge.net/viewvc [^]
ViewVC Repository Name: <PROJECT_NAME>
Repoistory Name in ViewVC URL: "Checked"

Tigris:
ViewVC URL: http://<PROJECT_NAME>.tigris.org/source/browse [^]
ViewVC Repository Name: <PROJECT_NAME>
Repoistory Name in ViewVC URL: "Checked"

I also avoided usage of urlencode() for file paths as some ViewVC installation have problems with encoded forward slashes (for instance the one on Tigris).
